About The Authors

Joyce A. Hindle Koutsogiane, E.d.D., earned her doctorate in Educational Leadership from Boston University in 1992. She was a school
administrator in the Town of Cumberland, and is a former English and  theater teacher. She is a longtime Cumberland resident and serves as
chairperson of the Cumberland 250th Anniversary Commission. Since 1988
she has been parade chairperson of the Arnold Mills Fourth of July Parade.

David W. Balfour is president of D.W. Balfour Associates, a firm that specializes in the advertising and publishing fields. He is chairperson of the Cumberland Historic District Commission and serves on the Rhode Island Historical Preservation and Heritage Commission. He serves as chairperson of the Board of Directors of the Blackstone Valley Tourism Council and is a member of the Cumberland 250th Anniversary Commission.
